In both Japan and the EU, “knowledge” issues, in particular research and innovation are pivotal to achieve sustainable global competitiveness. Europe and Japan have no choice but to become a vibrant knowledge economy, and time has come to move up a gear for the EU-Japan knowledge cooperation, as stressed by President Barroso at the April 2006 EU-Japan Summit.
The research projects undertaken by external Experts for the Delegation of the European Commission to Japan contribute to base the EU-Japan S&T cooperation on informed policies. They provide information and analysis on research and innovation in Japan and open up opportunities for cooperation taking into account the current restructuring and shifts in the Japanese economy.

Recent Changes in Japan Research and Innovation Policies - Lessons for Europe: Report undertaken by Prof. Sébastien Lechevalier. It recalls in the first part the contribution of the research & innovation system to the performances of the economy from the high growth period (1950s-1960s) to the "lost decade" (1992-2005). In the second part, it details the different dimensions of the new research and innovation policy, and in the third part, it draws some possible lessons for Europe from the Japanese experience.
Japan R&D Policies and Programmes in the Aeronautics and Space Sectors: Report undertaken by Christian Polak, SERIC. It presents an overview of Japan's present R&D activities and future plans in the space and aeronautic sectors in terms of policy, technological, industrial and financial points of view. Also includes R&D projects in the private and public sectors, as well as possible areas for S&T cooperation with Europe.
Emerging knowledge societies in the EU and Japan – Reconfiguring Collaboration in the Social Sciences and Humanities: Report undertaken by Prof. Alain-Marc Rieu. Evaluates the present state of social sciences and humanities in Japan as well as the present collaboration of Japanese and European researchers in these disciplines. It aims at reinforcing and also giving a new direction to research collaboration and exchange in all disciplines studying problems and issues raised by the transformation of the role and organization of science and technology within societies.
